Past recent years, Xbox has evolved from just being a Gaming Console to Social Platform, Personal Media house, and even support for TV. The end game is to give more, and more options to consumers to make it as personal as possible.
So when it comes to profile pictures or the avatar pictures on Xbox Live, the options are limited to choose either from available art craft, game specific images, and a maximum of choosing a 3D avatar which animate. While they let you express who you are, but the options o put up your own personal image is missing, which is common on any social platform right from Twitter to Beam to Steam.

One thing Microsoft might be worrying is about inappropriate pictures that some rouge might put up, but then Microsoft could think go strategy to have it synced with other social platform . We already have Twitter, Facebook integration available, and all Microsoft needs to do is as link to game profile to sync.
