Its Official that Microsoft has started rolling out Lumia Cyan update in various countries and on many handsets including Lumia 520, 620, 820, 920, 1020 and so on. However its going to be phased roll out which means its not just availble everywhere and in every country. For example, My Lumia 1020 is from UK and its Country Variant. Lumia Cyan is still under testing for that.

So how do figure it out ?
The right place to go to the Official Page of Software Update which Nokia is maintaining. Once you are there, you need to select your Continent, then country, handset and carrier if any.
That said, if you see it under testing, you aren’t getting it right away but only when it says Available. So what you should be when you have an update ? Its time you start reading our Windows Phone 8.1 Coverage to find all the new feature and start using it. The best feature is the notification centre which we all awaited for.
