InstaBlender : Combine Your Images to Create An Ultimate Blend on Windows Phone

Using the app is simple. When you launch, the first screen asks you to import two images. Once selected, it allows you to control which image dominates using a slider. If you are not happy with the result, you can choose from the pre-defined list. Done that, the next screen lets you do most of the image editing job from within the app. There is an option o undo, redo for a quick fix.

You can edit images adjust brightness, contrasts, etc. You also get access to features like adding borders, text,  21 new filters, 20 effects, 13 fx-effects, Blur layer, Auto-enhance, 54 pic frames, Sharpness adjust, Angle rotation, 32 light/bokeh layers, color-fix, mirror effects, and HDR effect.

Once you have applied one of the 15 filters, after looking at the preview, you can export the images in resolution of 1200 X 1200. The app integrates itself with Photo HUB and lets you use an image from your album or use your camera to import it into the app directly.
