List of Supported Devices & Criteria for Windows 10 Technical Preview for Phones
Microsoft said it earlier that Windows 10 TP for phones will be limited to only a couple of devices. The list is out, and if your phone is not on the list yet, you will have to wait. Here is the list of devices which are eligible for TP rolling out today:

Windows 10 Technical Preview currently works with the following phones—as long as they have at least 8 GB of storage and Windows Phone 8.1 was already installed on the phone at the time of purchase. This rules out earlier device like the Lumia 520 and previous generations of phone. I guess this is right now only for current generation.
The primary reason is a feature which is still not available with those devices. Its called as Partition Stitching which manages space allocated for OS alone. Also called as System Space that you see though storage sense app.
If you have any of these devices in your hand, signup for Windows Insider Program, download the app on your phone, and use the same account to download the preview build. While doing so you can choose between Fast or slow options. The difference is none except that you get it little earlier.

There are some phones, regions, and mobile operators might not support Technical Preview. If your phone isn’t listed, and no preview builds appear under Enroll in the Windows Insider app, then your phone isn’t supported and it may or may not be supported in the future. Mobile operators in China won’t be supported for Technical Preview.
