Native Folder Support for Windows Phone 8.1 is Coming
The folder idea was implemented by Nokia using the Nokia Folder App which allows you to add apps and pin it to tile and so on. It has one small problem, the native experience was missing. If you take a look at how folder creation works in iOS and Android, its easy and works with a simple drag and drop.

Good news is that is coming to Windows Phone 8 but will it come in the expected update or in the next, we are not sure. Ebin Babu on twitter found this instruction listed in the How to on the Official Windows Phone Website which now has been pulled but a cached version remains.
How does it work ?
Drag and Drop a pinned tile on another and it creates a folder. You will be able to name it. If you want to remove, open the folder, drag the tile out to anywhere on the start screen and it will be out of folder.
What you should note that it wont be possible to directly add apps to the folder if they are not on the start screen which makes it two step process. So if you want to multiple apps to be in a folder, first pin and then do it.

Folders help you keep your Start screen organized by letting you group Tiles the way you like. For example, you might have a folder with all your games or one with your favorite apps. It’s completely up to you. Your phone might even already have a folder on the Start screen, such as a Music+videos folder. After you create a folder, you can name it, move it, resize it, and add or remove Tiles from it whenever you want.
To create and name a folder

On Start
, tap and hold a Tile. -
Drag the Tile on top of another Tile that you want to have in the same folder. You have just created a folder!

To name the folder, tap Name folder, and then type whatever name you like.

To add another Tile to the folder, simply tap and hold a Tile, and then drag it into the folder.
To open apps in the folder

To get to any of the apps in the folder, just tap the folder to open it, and then tap the app you want.

To close the folder, tap anywhere outside it.
To remove a Tile from a folder

Tap the folder to open it.

Tap and hold the Tile you want to remove from the folder.

Drag the Tile to anywhere on the Start screen.

To create folders on your Start screen, you need to have Windows Phone 8.1 Update installed on your phone.
