When Windows Phone 8.1 rolled out, it included an option have a background wallpaper as the tiles can be transparent now. Since then, lot of apps have come up to help you customize the start screen.

Theme+ is one of the popular apps out there which lets you have a background wallpaper with two or three colors in conjunction. You can even have a pattern and a background.
Once you are done, you can save the background to either camera roll or saved pictures and use it.
Settings > Start + Theme > Choose Photo and select the folder where you saved the pic and select the picture. Remember when you do that, the accent color will be taken over by the picture in the background.
