WhatsApp Beta gets Video Trimmer in the Latest Update
Sending Videos on WhatsApp is restricted by size, which means if you try to send a big video, your video will be a trimmed down. Chances are that best part of the video will be missed, as it will send only first few seconds of the video. Based on user feedback, WhatsApp is rolling out an inbuilt video trimmer for its Beta Version (restricted access) which will allow one to select which part of video that you actually want others to see.

Like you can see in the above screenshots, you can select part of the video using the marker, see a preview and add your text before sending it. Apart from this, WhatsApp also has a better video compressor which allows users to send big video files, but a trimmer is always a good option to have.
One of the major update WhatsApp on Windows 10 Mobile need is a UI refresh, but I am guessing that will not happen soon unless WhatsApp Switches platform.
