Microsoft announced the latest version of Windows Phone 8.1 at the BUILD conference this year in April and they also released the developer preview of 8.1. The new version comes with tons of new features and improvements. We already covered the list of all new changes coming to Windows Phone 8.1. The new features include notification center, customizable start screen, VPN support, ability to install apps on SD card and more.
There were initial rumors that the final roll out will happen in June, but now Microsoft has confirmed that the roll out will happen in the first two weeks of July to all existing Windows Phone 8 users.

We are not sure on whether this is specific to India alone as this was mentioned by Microsoft India. For Windows Phones, India is one of the major markets with WP8 is the second biggest after Android in terms of OS share. We will keep you updated when the roll out starts.
